As summer temperature soar, employers are becoming increasingly concerned about thermal comfort in the workplace. Although country health and safety laws generally specify minimum working temperatures, they often fail to specify an upper limit. The EU Workplace Directive (89/654/EC) states that workplace temperatures must be "adequate for human beings, having regard to the working methods being used and the physical demands placed on the workers". In the UK, no upper limit is set by regulation, although UK Health and Safety Executive guidance indicates that 30 degrees centigrade (30°C) is the upper limit for workers carrying out sedentary activities. The Irish Republic also lacks a statutory maximum, but the Irish Health and Safety Authority sets an "upper level for comfort" as 27°C.In Germany, the normal upper limit is 26°C, but employers are only obliged to keep indoor working temperatures 6°C below outside temperatures, so if outside temperatures climb beyond 32°C, the upper indoor limit would also rise. In practice, temperature limits in German workplaces are subject to consultation with work councils and, in hot weather, employers would seek their views when problems arise.
