–. Dr. David Osborne, Vice President of Product Development
forDow Pharmaceutical Sciences, discussed the unique
properties of perfluorinated surfactants in skin penetration
enhancement at the September 9-10, 2003 ACS National Meeting
in New York City. The audience included personal care industry
leaders, financial investors, university professors and
graduate students. This presentation on perfluorinated
surfactants as skin penetration enhancers was co-created with
Dr. Daniel Bucks, Director of Dow Pharmaceutical Sciences’
Skin Biology Laboratory.
Dr. Osborne had been invited to
give a talk at the meeting’s Presidential Symposium
“Project SEED: 35 Years of Success” and to present as a
contributor at the COLL Division Symposium “Personal Care
Products & Pharmaceutical Delivery Systems.”
The key point of Dr. Osborne’s presentation was that the
personal care industry should take advantage of perfluorinated
surfactants. “When perfluorinated and hydrogenated
amphiphiles are mixed in water, discrete populations of
micelles can simultaneously co-exist. Perfluorinated
surfactants can preferentially solubilize fluorinated oils,”
he said. Dr. Osborne relayed to his audience that to achieve
enhanced skin penetration, the structures of the surfactant
and the drug must be optimized; and even minimal fluorine
substitution may be enough to realize results. He also
mentioned that perfluorinated surfactants were conducive for
the treatment of Psoriasis.
