Academicianul Petru Soltan s-a nascut la 29 iunie 1931 in s. Cosnita, raionul Dubasari. Este doctor habilitat in stiinte fizico-matematice, profesor universitar, membru titular al Academiei de Stiinte a Moldovei din 1992. Domeniul stiintific este geometria, topologia, matematica aplicata. A absolvit scoala medie din or. Tiraspol si Institutul Pedagogic din Chisinau, dupa care este lector la acest institut (1953–1954). Intre anii 1954–1958 urmeaza doctorantura la Universitatea de Stat „M. V. Lomonosov” din Moscova. Este apoi asistent, lector superior, conferentiar, profesor si sef al Catedrei de Matematica Aplicata la Universitatea de Stat din Chisinau. Intre 1973 si 1986 a fost director al Institutului de Cercetari Stiintifice in domeniul Planificarii. In anii 1974–1978 a fost membru al Prezidiului al A.S.M. In 1987 revine la catedra USM, unde este profesor pana in 1990. In calitate de deputat, presedinte al Comisiei pentru Stiinta si Invatamant si membru al Prezidiului Parlamentului Republicii Moldova (1990–1994) initiaza formarea Comisiei Superioare de Atestare din R.M.; constituirea Comisiei Nationale UNESCO si a Academiei de Studii Economice; aparitia liceelor; trimiterea tinerilor la studii in strainatate etc. Din 1994 activeaza ca cercetator stiintific general la USM.
