Germany is changing. Three essential processes of change can be observed: (1) New technologies are penetrating all areas of economic activity. (2) The integration of Germany into an ever-growing international division of labour characterises our economy. (3) The demographic change is effecting both economy and society. As are all industrial nations, Germany is in the transition phase from the industrial to the information age. Above all, information and communication technologies are accelerating this worldwide transition process. They speed up transactions and make them cheaper, enable global communication to take place thus making commodities and services available more rapidly and widely on a worldwide level. The Federal Government gives high priority to the active shaping of the social development from an industrial, to a knowledge-based information society. For this reason, in autumn 2003, the Federal Government approved the action plan entitled "The Information Society Germany 2006". The areas of the Digital Economy, eGovernment and IT in education, research and health are focal points of this new programm.
Global trade and international investments are among the most important prerequisites for growth, employment and prosperity in Germany. More than any other country of comparable size, Germany's companies are interconnected with the international division of labour. Foreign trade is the driving force behind Germany's economic relations abroad. Even in unfavourable world economic conditions, exports of goods and services have shown themselves to be a pillar of support for employment in Germany.
